Probably for the same reason Edward Furlong was dropped from T3, he had drink and drugs issues and was considered too unreliable by the studio (and probably not considered to be box office either, unlike Bale). I wondered why they haven't reused Nick Stahl from T3, I thought he was pretty good.

As far as I know, Michael Biehn won't be in the new T4 movie (due out July 2009). It wouldn't really work because he looks too old now and this movie is set (from Reese's perspective) several years before T1. I suppose Biehn could cameo as Kyle Reese's father or something, that wouldn't be a bad idea.
